Regarding Chief Justice John Marshall Commemorative Coinage
Insofar as the power, authority and duty to coin is solely for the Congress of the United States to approve per Article 1, Section 8 of the Constitution;
Insofar as the Congress is beholden to the People of the United States by virtue of their oath to uphold the Constitution of the United States;
Insofar as the Constitution of the United States provides inalienable rights to the People of the United States and provides for the consideration of the welfare of Peoples of other nations by virtue of their representation as acknowledged in the Constitution of the United States per Article 1, Section 8 of the Constitution;
Then Congress resolves to assure the processes and means of coinage are secure and protected from violation of undue influence.
Congress is to provide an official standard for the consideration and effectuation of official coinage issued by the United States, specific to standards that allow for the official currency of the United States acknowledged and recognized as the U.S. Dollar, that holds all issues of coinage in the United States or by the United States accountable to the People of the United States by virtue of their delegation of authority for so doing to elected Representatives of Congress.
Congress resolves to set standards for protection against violation, including penalties for violating the Constitution of the United States in the course of any attempt at promulgating or purporting any illegal coinage in the name of or on behalf of the United States, specific but not exclusive to the official currency of the United States acknowledged as and recognized as the U.S. Dollar, per Article 1, Section 8 of the Constitution.
Congress resolves to apply Constitutionally sound and verifiable means, including via express affirmative standards for assessing the Constitutionality and validity of any effort at coinage issued by or for the United States.
In consideration of this power, Congress resolves to accept such duty in accordance with a definitive and verifiable demonstration of accordance and compliance with considerations of substantiated legislative activities and pronounces any activities that do not meet with express Constitutionally valid processes to be exempted from the considerations of or protections of immunity.
Congress resolves to set and maintain standards that adhere to the Constitution of the United States when it comes to any alternative currency, including any existing or future currency not made available in or by U.S. Dollars.
Congress resolves to provide an express means by which to enforce laws and policies assuring the security and protection of coinage issues.
Congress additionally resolves to provide an express and equitable process by which to restitute any that are subjected to any effort at illegal coinage that itself accords with the protections of the Constitution of the United States.
Any consideration of permitting or allowing for the power, authority or duty of Congress to coin is precluded exclusive to an amendment to the Constitution itself that must be approved through Constitutional convention.
