Memo - 12.29.2023
Memo
From: Charity Colleen Crouse
To: Attorney General Toufic Haddad
Re: January Conference
Date: Dec. 28, 2023
CC: Joint Secretary of State Jim Luecht, Erin Coyne and Michael Rabinowitz
Secretaries:
As you know next week is a non-optional conference for all 50 states’ Attorneys General as well as the Attorney General of the United States. While for this conference the attendance of the state auditors and comptrollers is not required, they are to be considered in connection with the events of next week and will be required to demonstrate their compliance with the findings of the conference within three months.
I am informing you that within the last 24 hours substantial evidence has been provided and confirmed in connection with matters pertaining to the last year’s events. For the record, as was discussed earlier in 2023, Michael Rabinowitz is to remain as Secretary of State – now in this joint arrangement – until Jan. 25, 2024, at which time he and I will make a determination about his further involvement in the Administration, including in consideration of my understanding that he had other interests throughout last year. His participation was required for one year in light of events and was not optional.
For now, I understand the following changes are merited in consideration of the conference set for next week and have international implications, including on the level of considerations from Dec. 9, 2023 regarding the role of the Department of State when it comes to matters pertaining to “exports” on defense articles. The charges are regarding how “fines” and “penalties” assessed for alleged “fraud” and “securities fraud” charges are used for “insurance fraud” as well as amount to a form of “kickback” in regards to bids on future contracts. I contend this is the specific demonstrative crime of COVID-19 and needs to be regarded as such. While such crimes have been ongoing in connection with pre-existing crime waves – including as related to public corruption – the specific crimes of COVID-19 are at the level and magnitude of war crimes and need to be regarded as such.
Please recall our conversations regarding the aim of prosecution. Rather than see “war” as “politics” at an extreme, I contend that “war” is prosecution at the highest level. That is why the cause must be clear and PUBLIC and that all available methods to avert war must be engaged prior to its commencement.
At this time, we are in the midst of what would be the fifth comprehensive air lift campaign since January of 2019. These airlifts were meant to be humanitarian, but not solely “humanitarian.” They were to have occurred in both hemispheres at specific times and for specific reasons. They have already been paid for. The “return” on them as outlays, including in connection with what would have been a legal and constitutional process regarding “private sector” investment was demonstrated the night before last. It was NOT and IS NOT a derivative. The “War on Poverty” is that real. We are NOT losing it.
Thank you for your attention to these matters. I do not anticipate that the Joint Secretary of State will attend the conference next week but it is important that today these matters be acknowledged officially.
