I would commission an engineering report for a cost of up to $750,000 to evaluate three different areas — one rural, one urban and one located near a research university — for their feasibility and assess available houses and locations for refitting the water infrastructure and the bathroom areas with compost toilets. By tomorrow three engineering firms would contacted with a request to submit a proposal for carrying out these engineering reports.

The remaining money would be placed in an interest-bearing escrow account pending the outcome of the engineering reports and development of an appropriate budget regarding numbers of toilets and alternative plumbing infrastructure systems to be overhauled.
