As of 3 pm EST S. 2040 "Justice Against Sponsors of Terrorism Act" alleged to be signed into law on Sept. 28, 2016 is permanently suspended.

No requirement or other element of this act is actionable.

All "VSSTs" are to be audited and returned within six days of this Executive Order's implementation.

Yes, it is unconstitutional.
