In November of 2017, the City of Houston allegedly passed a ballot measure to approve $123 million in library bonds. In May of 2018, the City of Dallas and the City of Fort Worth were recipients of a $302.4 million municipal bond provided through Bank of America.
The correlations between these two events may not seem apparent but over time reveal trends that should be noticed and addressed appropriately. I went downtown to the Eric Jonsson Library today. They are portable toilets outside of both entrances, next to the automatic door. How far away are these portable toilets from the entrance? Are they within or beyond the distance that is being recommended people keep from each other so as to mitigate potential exposure to the coronavirus?
It is true that homeless people often congregate outside of the library. I did not see any evident construction in the area today. But there is security and live music played outside the entrances to prevent homeless people from sleeping outside the library. The restrooms inside the library are open. What purpose does it serve to have handicap accessible portable toilets outside both entrances to the library? Not only that, but these portable toilets are less than 20 feet from the entrance itself. Literally...there are other areas in the proximity that are also, by the way, under the cover of the overhanging awning and not RIGHT NEXT TO THE entrance where the portable toilets could be located if needed. But in over two years in Dallas, frequently going to that library, I have NEVER seen a portable toilet outside that library.
What does it have to do with the above-mentioned bonds?

After a minute, it is important to have acknowledged that THIS March 24, 2020 is the ten-year anniversary of the passage of the Affordable Care Act and the issue of a report on a comprehensive overhaul of the Chicago public pension system.
Would not those "investments" have made sure that people accessing the benefits of having a publicly-funded pension fund knew better than to strategically position a portable toilet less than 20 feet from the entrance to a major public building AFTER an announcement about a contagiously air-borne virus that was JUST TODAY declared as a State of Emergency by the President of the United States, the Governor of Texas and the Mayor of Dallas?
You know what ELSE is a reserve? Group insurance policies for employees who receive the benefits of a municipal bond.
