– DOE appropriations for $100 million for gas and oil pipeline inspectors:

1) 10 years with

2) additional 10 years put into reserve as needed at end of first 10 years = 2006 - 2016 / 2007 - 2017

– Allocation via state including intersection with water infrastructure/appropriations, including “fracking” and attendant issues (ie., “brine”)

– Workforce training per state - records on training and certification, as well as supervision for finalization of certification; recertification by appropriate timelines; see summer of 2020 changes to ASNT standards for personnel authorized to teach NDT (Level III)

– NIH audit from March 2020 w/i 30 days for:

1. 6 months

2. 1 year (2 year)

3. 5 year

4. 10 year

   1. Forward = March 2025 will be five year

   2. Specific to S. 82 and H.R. 399

Difference between federal agency officials and contractor/subcontractors, including for third-party auditor federal auditing requirements
