This is not correct. Obama had ALREADY launched a low-level nuclear attack in Syria, as was reported in the press by members of the US Central Command later. Prior to that, however, Obama had authorized bundling of service under MediCare for billing purposes. This had a profound impact. How? Ask an accountant that understands accounting databases.
It was under Obama that the HHS and DOJ manual on how to address a "RN Incident" was published, yet people involved with ACTUAL prevention and preparedness were not apprised of this. I am talking about people who were actually involved with training and would have have been involved with mobilizing local resources to actually "respond" in the event of an outbreak. That was composed in September of 2011 and has been MORE than apparent since at least 2016.
It was Obama on his way out of office that set up via Executive Order the "Global Health Initiative" that served to altogether dismantle the structures that had been put in place for local activation when it comes to addressing pandemic or other disaster scenarios on the local level and instead replace them with various "special operations"-style schemes that translate on the street to a great way to aid and bet the development of a specific kind of derivative economy, but do little to assure comprehensive readiness.
And it was under Obama that China's Emergency Preparedness regime, which WAS developed in coordination with the United States on many levels, (just like Ireland's current central banking model was) was "transitioned" from being about practical application and implementation with measurable results to being a forum through which student loan debt that had been fraudulently mischaracterized could be leveraged for larger stakes business deals.

To China's "credit" one of their major universities refused to accept the "bet" on student loan debt transfer last Autumn. Why? It was NOT because they WANTED to finance a global "health outbreak." But no one wants to discuss "pension fraud" in this country, so we keep slandering China and we keep blaming Trump and meanwhile, what happened with the "Centers for Disease Control" and the "Democratic Republic of Congo" yesterday?
If Atlanta had NOT been allowed to be the major metropolitan area associated with the most desired kickback of this whole deal in the form of "cyber insurance" then we might have a more readily available assessment of the situation that makes sense.

Those government agencies that have been made the primary securities holders of a majority of what remained of the "private society" in accordance with timelines on "privatization" of "essential services" and what's soon to be major programs (following in lines with things like the Federal Flood Insurance Program) are right on time with that CLINTON-era contribution to emergency preparedness and the manners in which "healthcare" and "disaster assistance" can be used to cover up for organized criminal activity at the highest level.
