In keeping with the Administration’s goals to end homelessness in the United States within two years, I issue the following Executive Order commensurate with assuring that the long-term housing security of Americans and those within the United States is protected:


An immediate audit is to be commenced with the Federal Housing Authority regarding the issuances of all reverse mortgages still pending. 


An additional audit is to be commenced regarding all reverse mortgages whose repayments have come due and their status.


Within 15 days of today, with the coordination of the United States Securities and Exchange Commission and the United States Department of Justice, an immediate list of all private reverse mortgage providers is to be provided to the White House and each Co-President individually, as well as to the Chairpersons of the United States Senate Housing, Banking and Urban Affairs Committee and the United States House Financial Services Committee. The Chairpersons of the Committees are to make copies available to each member of the requisite Committee and the Committees are to schedule hearings to be commenced within 20 days. 


The United States Senate Subcommittee on Securities, Insurance and Investment and United States House Subcommittee on Housing and Insurance is to schedule hearings within 25 days in regards to title insurance and homeowners insurance policies for all homes with reverse mortgages, including in regards to title insurance or homeowners insurance policies that allow for loans or lines of credit to be issued, and the state of the nation in respect to these processes. The hearings are to result in a schedule within six months to attend to the requisite issues as identified. 


The United States Senate Committee on Finance, including through its Subcommittee on Fiscal Responsibility and Economic Growth, is to commence investigation into all urban and other municipal areas in the United States engaged in processes of provision of reverse-mortgage assistance programs and provide a procedure for auditing compliance in each urban and municipal area that is engaged in or through such a program. Attention is to be paid to state programs in respect to local programs and the state depository institutions supporting the local government operations in regards to any reverse-mortgage program as part of municipal financing or investment. These actions are to be completed within 30 days. 


The United States House Financial Services Committee, including through its Subcommittee on Housing and Insurance, is to commence investigations into all urban and other municipal areas in the United States engaged in public financing for housing projects, as well as public works and utilities – including in regards to water and sewerage – and to provide a procedure for auditing compliance in each urban and municipal area engaged in and through such a program. Attention is to be paid to state programs and processes for authorization of any public obligation issued in the name of the state for a political subdivision and/or private entity operating in a capacity to provide for or through a public obligation security, including in respect to state securities law and the banking institution or investment firm involved with the financing. Attention is to be paid to the contexts for assuring that any banking institution or investment firm involved in public obligation is compliant with state law as well as federal law. These actions are to be completed within 30 days.  


Any considerations of foreign-origin banking institutions or investment firms involved with reverse mortgages is to be referred to and through the United States Department of Treasury Office of Foreign Asset Control in conjunction with as necessary the United States Federal Bureau of Investigation. Any foreign-origin government institution involved with provisions of reverse mortgages is to be first referred to the United States Treasury Office of Foreign Asset Control before any action is permitted to be taken by any agency or unit of the United States Department of State; each referral to and through the United States Department of State is to be evaluated on a case-by-case basis and independent of any group or pooled arrangement for which it would otherwise be qualified, including insofar as it is involved with a financing arrangement that includes non-foreign-origin reverse mortgages. These actions are to be completed within 30 days. 


In the next 60 days, all loans or lines of credit provided to nonprofit organizations involved in or with any program or effort to engage reverse mortgages for benefit is to be suspended; all interest or premium payments are to be escrowed until further notice. All nonprofit organizations accepting any “donations” from or in connection with any reverse mortgage, reverse-mortgage-related loan, or reverse-mortgage-related line of credit are to provide a full accounting of these donations that includes an inventory of all donation letters and their amounts issued in connection with acceptance of these donations. These reports are to be provided directly to the [United States] Internal Revenue Service within the 60-day period.


An immediate accounting for all persons identified as “homeless” is to be prepared no later than Noon EST on Jan. 8, 2025. This accounting is to include persons identified as homeless for two years or more as of Jan. 3, 2025 as distinct from persons identified as homeless for less than two years. Specific acknowledgement is to be provided for any person consistently acknowledged as “homeless for more than seven years as of Jan. 3, 2025." 


This Executive Order is effective as of today and remains in effect until further official notice. This Executive Order can only be amended by another Executive Order.

Rent Payments Beginning April 1, 2025 - 3.18.2025

In accordance with Executive Order No. 101: Executive Order on Ending Homelessness and Financial Exploitation - 1.4.2025 the following modifications as requirements are being implemented:


All local jurisdictions are to coordinate with the local federal courts to have available every Tuesday morning between 10 am local time and noon local time a publicly accessible location where persons can go to pick up a rent voucher for the next month's rent.


All members of the respective federal courts that are within that jurisdiction will schedule one two-hour session per month for a Tuesday within one of the four weeks of the month to publicly provide readings in accordance with the requirements of the Executive Order.


These public readings will be divided into 30-minute segments providing four sessions per week for eligible persons to attend and acquire the voucher they need for the rent for the next month.


The identification of rent payment on the voucher will include the following specific information:



1) Date


2) Week Number in respective month


3) Session number of respective week


4) Name of Judge/Judges present and district/jurisdiction to provide rent payments


along with other information on:


5) Renter


6) Address


7) Rent Amount per the lease arrangement already in effect



These vouchers will be issued in a ledger format such that there is a receipt with corresponding information that keeps track of in what order these vouchers are issued. The person signing the voucher must be a public notary or a person with the equivalent of a formal and official authorization as a notary.


At this time, it is understood that rents for March 2025 and what will be April 2025 have not been paid. The rent payments of specific concern to this modification are to begin on April 1, 2025 to be in effect for rent payments DUE on May 1, 2025. It is understood that per law regarding tenancy that a 60-day period of delinquency of rents has implications on legal justification for "eviction." This will mean that at least 61 days will be "unpaid" as rent. All persons who were and are subject to the Executive Order will have to respond in accordance with the legal and other implications of rent delinquencies in their respective jurisdictions.


In the event that it has been reported that "rent payments" were stolen and at what time rent payments were stolen, local jurisdictions that have failed or refused to provide the necessary means to assure safety and security for rent payments will be held responsible.


Persons otherwise required to adhere to this Executive Order who refused to post their public schedule and/or comply with requirements to document when they performed their rent payments will be held to account in accordance with any other legal actions taken locally or otherwise in connection with rent payment delinquencies.


This modification is to go into effect immediately with scheduling for rent payments to be in effect in time for April Week 1 of April 1, 2025.
